INDUSTRIAL PROFILE <HEADLINE> China publishes cement industry access requirements <BYLINE> Shi Liu <TEXT> Chinese Ministry of Industry and Information Technology (MIIT) issued a notice on access requirements for cement industry. The move is aimed at curbing the overcapacity and repeated construction in the industry, speeding up structure adjustment, and directing cement industry to develop healthily. The new document has raised the access requirements in all aspects for the industry, but it is still lower than the draft version of the document published in September 2009 for soliciting public opinions and proposals. This is the second document on industry access requirement in 2010. The Norms for roduction and Operation of Iron and Steel Industry was released in the middle July. The new standards will enter into force on January 1, 2011. The access requirements for cement industry set the ceiling for self-owned capital funds for investing in cement projects. The self-owned capital funds for investing in new, transformation, expansion and relocation cement (clinker) projects shall be not less than 35% of the total investment, and some provinces shall halt approving new and expansion cement projects in principle. Comparing with the draft document issued in 2009, it required the self-owned capital funds not less than 50% in investing in cement projects. Previously, the self-owned capital funds for investing in China's cement industry was 35%, but the actual percentage usually lowers to 30% in implementation. Although the access requirements have eased in some aspects, the new document has set stricter demand on environmental protection. It stresses that new or expansion projects of cement (clinker) production line and cement grinding station must be in keeping with local environmental condition, which is not covered in the old version. It also puts forward that new cement (clinker) production line must have pure low-temperature waste-heat-fueled power generating. For cement production scale, technology and equipment, new cement production line shall adopt new dry-process technology, and single line construction shall have daily capacity of 4,000 tonnes of cement cider, which shall not be less than 2,000 tonnes in remote areas of less development, inconvenient transport facility and limited market capacity. Under the backdrop of the previous brownout measures for meeting the energy efficiency targets and rising standards on access to the cement industry, cement prices in certain areas in China have risen constantly recently. According to statistics, the acreage price of cement in China stood at RMB400/tonne in November and reached more than RMB500/tonne in certain areas. The price of Shanghai P.O42.5 bulk cement rose to RMB600/tonne in the market in the end of November, and the price of Shanghai's local cement was RMB570/tonne, hitting the highest in Shanghai in the history. In order to curb the price hikes, some regions have taken measures to interfere the prices. Start December 1, east China's Fujian Province has adopted temporary interference measure on cement prices, which will remove at an appropriate time based on the market conditions. This is the second province to take such measure after Hainan province. On August 8, 2010, MIIT published the list of companies in 18 industries for elimination of outdated capacity in 2010, which involve 762 cement factories, together to get rid of outdated capacity of 107.3 million tonnes, accounting for more than 5% of the total production capacity of the industry in the end of 2009. China is expected to eliminate outdated capacity of 250-300 million tonnes during the 2011-15 period, which means that 2010 is likely to be the peak year for China's cement production. The fixed asset investment of China's cement industry reached RMB130.91 billion in the first three quarters of this year, rising 10.5% year on year, and the growth was 64.4% year on year in same period of 2009. The hefty growth was achieved mainly based on the start-up projects from the 2008-09 period. |

《水泥行業准入條件》的公告,並稱此舉旨在抑制產能過剩和重複建設,加快結構調整,引導水泥行業健康發展。
正式出台的《條件》在准入門檻等各方面比現在都有所提高,但比2009年9月公佈的徵求意見稿中提出的准入門檻有所降低。 這是工信部2010年拿出的第二個行業准入條件,《鋼鐵行業生產經營規範條件》已於7月中旬發佈。新標準將於2011年1月1日起實施。 《條件》對投資水泥項目的自有資本金比例作出限制,“投資水泥(熟料)新、改、擴、遷建項目自有資本金的比例不得低於項目總投資的35%,部分省份原則上 應停止核准新建擴大水泥產能等”。去年的徵求意見稿則提出:“投資水泥項目的業主,自有資本金的比例不得低於50%。”此前中國水泥行業投資的自有資本金 比例規定為35%,而在實際執行中,這一比例常常降低到30%。 儘管在一些准入條件上有所放鬆,但《條件》在環境保護方面提出了更為嚴格的要求。《條件》強調,今後投資新建或改擴建水泥(熟料)生產線、水泥粉磨站等, 必須和項目當地的環境情況相適應,而這在徵求意見稿中並無體現。《條件》還明確提出,今後中國新建水泥(熟料)生產線要配置純低溫餘熱發電。 在水泥生產線規模、工藝和裝備方面,新建水泥生產線要採用新型乾法生產工藝,單線建設要達到日產4,000噸級水泥熟料規模,經濟欠發達、交通不便、市場 容量有限的邊遠地區單線最低規模不得小於日產2,000噸級水泥熟料。 在前期拉閘限電和中國水泥准入門檻不斷提高的大背景下,局部地區的水泥價格近段時間以來不斷上漲。有數據顯示,11月中國水泥均價超過400元人民幣/ 噸,有的區域均價已在500元/噸以上。11月底,上海P.O42.5散裝水泥市場到位價格已升至600元/噸,上海本地水泥企業出廠價格在570元/ 噸,為上海歷年最高價格。為平抑價格,有關省份已出手進行價格干預。從12月1日起,福建省將對水泥價格實施臨時干預措施,並根據市場價格情況適時解除。 這是繼海南之後第二個對水泥價格實施臨時干預措施的省份。 2010年8月8日,工信部公佈了18個工業行業2010年淘汰落後產能企業名單,其中涉及水泥企業762家,合計淘汰落後產能達到1.073億噸,佔 2009年底總產能的5%以上。預計2011至2015年期間,中國將進一步淘汰2.5-3億噸落後產能,因此,2010年或許是中國水泥產能的峰值期。 2010年1-3季度,中國水泥固定資產投資1,309.1億元人民幣,同比增長10.5%,而2009年同期增幅為64.4%,但絕對數額依然龐大,主 要是2008/2009年開工延續項目。 |
